摘要
在“放管服”改革的整体图景中引入全周期治理,旨在破除传统静态、孤立和僵化的思维方式,打通层级障碍、部门壁垒和条块分割,强化改革的整体效能,有效提升企业的获得感和满意度。本文从全周期治理视角考察浦东新区围绕盒马的企业生命周期,在不同阶段开展“两证合一”、事中事后监管、“一业一证”、海关监管流程再造等改革创新,形成系统集成“放管服”方案的全过程,并认为“放管服”改革是全周期的系统治理链条,是“需求识别-有效回应”的动态治理过程,地方政府要为“放管服”改革构建多元主体相互协同和融合的治理平台。
Introducing full cycle governance into the overall landscape of the"Streamline the Government,Delegate Power,and Improve Government Services"reform aims to break through traditional static,isolated,and rigid ways of thinking,break through hierarchical barriers,departmental barriers to strengthen the overall effectiveness of the reform and enhance the sense of satisfaction of enterprises.This article examines the enterprise life cycle of Hema in Pudong New Area from the perspective of full cycle governance,in order to form the entire process of system integration of reform solutions.It also believes that the reform is a full cycle system governance chain,and a dynamic governance process of demand identification and effective response.Local governments should build a governance platform where multiple entities collaborate and integrate with each other.
