Building of a Governance Community for Grassroots Governance

建设基层社会治理共同体,是健全共建共治共享社会治理制度、提升治理效能的关键所在。基层社会治理共同体具有多维内在逻辑,分别是秩序和谐的生活共同体、多元构成的利益共同体、权责适应的责任共同体、社会进步与人全面发展的共同体。建设基层社会治理共同体,需要用制度、协商、情感等多维治理工具来实现其现代化建设,需要重视解决重构基层新型人际关系、扩大群众参与、提升基层治理能力、创新治理方式等难点问题。

Building a grassroots governance community is a key step towards improving the social governance system of joint construction,joint governance and sharing of benefits,and enhancing governance efficiency.There is a multi-dimensional logic for doing this.Firstly,the community should be one of order and harmony for the people’s life;secondly,it should be one of common yet diversified interests of the people;thirdly,it should be one of rights and corresponding responsibilities of the people;fourthly,it should be one of social progress and full development of individuals.To make this happen,a set of tools can be used,including institutional tools,consultative tools,and emotional tools.Particular attention should be paid to readjusting human relations at the grassroots level,promoting mass participation in the governance,enhancing grassroots governance capabilities and innovating methods of governance.
