摘要
西部陆海新通道铁路中通道由成遂渝、渝黔、黔桂、湘桂、黎钦、钦港等铁路构成,是西部陆海新通道的铁路主通道。以扩大通道运输能力、节约运输成本为目的,对中通道双层集装箱运输方案进行研究。基于我国现行双层集装箱列车装载方案,对比研究其在列车编组、牵引质量、平均净载重方面与单层集装箱运输的优势,梳理中通道各线路主要技术标准、现状双箱运输条件及通过能力适应性情况,分区段提出路基、桥梁、隧道、接触网等工程改造方案及其投资,同时分析中通道开展双层集装箱运输在时效性、货物配载、前期投入等方面存在的问题。研究结论:双层集装箱列车较单层集装箱列车平均净载重提升约15%,节省线上运输成本0.9~1.1亿元/年,但工程改造投资超200亿元,影响运输时效性和服务水平,综合效益较差,且中通道扩能后本身运能富余,双箱运输必要性不足,故现阶段暂不建议实施。
The middle railway corridor of the new western land-sea corridor consists of the following railways:Chengdu-Suining-Chongqing,Chongqing-Guiyang,Qiangui(Guiyang-Liuzhou),Xianggui(Liuzhou-Litang),Litang-Qingzhou and Qingang(Qinzhou-Qinzhou Port).This research studies the double-stack container transport scheme in the middle corridor to enhance transport capacity and save cost.Based on the current double-stack container train loading scheme in China,the research compares the advantages of it with the traditional container transport in train marshalling,traction weight and average net load and sorts out main technical standards,transportation condition of the double-stack container in present situation and the adaptability of carrying capacity of the middle corridor in each line.It also puts forward reconstruction schemes and investment of subgrade,bridge,tunnel and catenary in each section and analyzes problems existing in the double-stack container transport,such as:timeliness,cargo stowage and early investment.The research results show that double-stack container train will increase by about 15%in average net load compared with single-stack one,saving RMB 90~110 million per year in transportation cost,but its investment in engineering transformation of exceeds RMB 20 billion,affecting the transportation timeliness and service level with poor comprehensive benefit.In addition,after the capacity expansion of the middle corridor,its transportation capacity is surplus.Thus,it is concluded that the necessity of double container transportation is insufficient and it is not recommended to implement it at this stage.
