摘要
构建煤矿行业风险分级管控体系能够实现安全关口前移,达到预防事故的目的。通过构建风险分级管控体系,煤矿安全生产情况呈现良好态势,但自2020年以来,新冠肺炎疫情在全球范围内蔓延,对煤矿生产造成了广泛影响,行业风险显著增加,这反映了原有的风险分级方法无法适用于目前的环境,应考虑疫情影响因素,完善风险分级体系内容。运用AHP法将疫情影响因素量化,为原有风险分级方法引入疫情影响变量,构建了符合新冠肺炎疫情影响下的风险分级方法。研究结果表明:新冠肺炎疫情在煤矿事故中的影响比重低于瓦斯,但高于火、水、顶板、机电、运输等传统煤矿事故影响因素。研究结果为煤矿构建符合矿山生产安全实际的风险分级管控体系提供理论基础。
Constructing a risk classification control system in the coal mine industry can realize the forward movement of safety gateway and prevent accidents.Through the construction of a risk classification management and control system,the safety production situation of the coal mine have shown a good trend.However,since 2020,COVID-19 has spread wantonly around the world.The new coronavirus epidemic has had a broad impact on coal mine production,and the industry risk has increased significantly,reflecting that the original risk classification method needs further improvement.Therefore,a coal mine,in constructing a risk classification control system,should consider the epidemic factors and improve the content of the risk classification system.The AHP method is used to quantify the influencing factors of the epidemic,and the epidemic impact variables are introduced into the original risk classification method to construct a risk classification method under the influence of COVID-19.The research results show that the influence proportion of COVID-19 in coal mine accidents is lower than that of gas and higher than that of traditional coal mine accidents such as fire,water,roof,electromechanical,and transportation.The data results verify the importance of COVID-19 in coal mine production and provide a theoretical basis for constructing a risk classification control system in line with the actual mine production safety.
