共同富裕背景下农业保险能缩小城乡收入差距吗?--农业劳动力转移的中介效应

A study on how agricultural insurance narrows the urban-rural income gap in the context of common prosperity: intermediary effect of agricultural labor transfer

缩小城乡收入差距是实现共同富裕的要求。首先构建一个同时包含农村和城市两个地区农业劳动力转移的柯布道格拉斯生产函数模型,阐释农业保险对城乡收入差距的作用渠道和影响效应;其次采用中介效应模型考察农业保险对城乡收入差距的影响效果及作用机制。结果表明:农业保险是缩小城乡收入差距的重要动力,农业劳动力转移是农业保险缩小城乡收入差距的重要机制;农业保险对城乡收入差距的影响,因农业规模化水平和农地流转程度不同表现出明显差异。进一步研究发现:相较于粮食主产区,农业保险在非粮食主产区对城乡收入差距具有更显著的影响效应;城市就业机会越多,农业保险通过农业劳动力转移缩小城乡收入差距的效果越好。

This paper explores how agricultural insurance narrows the urban-rural income gap with the goal of achieving common prosperity. We first construct a Cobb Douglas production function model that incorporates both rural and urban agricultural labor transfer to elucidate the channels and effects of agricultural insurance on the urban-rural income gap. Then the mesomeric effect model is employed to examine the impact and mechanism of agricultural insurance on the urban-rural income gap. The results demonstrate: (1) agricultural insurance is an important driving force, with the transfer of agricultural labor playing a crucial role as a mechanism;(2) the impact varies with different degrees of agricultural mechanization, scale and land transfer. Further research reveals that agricultural insurance has a more pronounced effect on the urban-rural income gap in non-food-producing regions compared with food-producing regions. Additionally, the more employment opportunities in urban areas, the better the effect of agricultural insurance in reducing the urban-rural income gap through the transfer of agricultural labor.
