推动我国城市地质工作深化发展的思考

Thoughts on enhancing the further development of urban geology work in China

在新型城镇化战略背景下,城市地质工作在支撑城市高质量发展方面发挥着重要的基础性、先行性和战略性作用。研究表明,我国城市地质工作能够紧密聚焦城市群、都市圈协同发展的重大地质问题,服务国土空间规划编制,促进地下空间利用,支撑重大工程选址和建设,推动城市地质资源合理开发利用,在生态环境修复与地质灾害防治方面也发挥了重要作用。研究认为,当前我国城市地质工作仍然存在配套政策跟进不足、法律法规不完善、供需矛盾较为突出、行业标准规范不健全等问题。因此,建议进一步完善顶层设计,加强政策跟进,补齐立法短板,多措并举改善供需结构,培育市场主体,完善配套标准规范,同时注重提升地质安全监测能力和加强成果集成共享。

Urban geology is an important basic,advanced and strategic work to ensure the implementation of new urbanization strategy and to support the high-quality development of cities.The research shows that China's urban geological work can closely focus on the major geological problems of the coordinated development of urban agglomerations and metropolitan areas,support the compilation of territorial space planning,promote the utilization of underground space,and help to accomplish major engineering construction.The survey results are conducive to promoting the rational utilization of urban geological resources,and also play an important role in ecological environment restoration and geological disaster prevention.The research shows that there are still some problems in urban geological work in China,such as insufficient follow-up of supporting policies,imperfect laws and regulations,prominent contradiction between supply and demand,and imperfect industrial standards.Therefore,it is suggested to further improve the top-level design,strengthen policy follow-up,make up the legislative shortcomings,take multiple measures to improve the supply and demand structure,cultivate market players,improve the supporting standards and specifications,and pay attention to improving the geological safety monitoring ability and strengthening the integration and sharing of results.
