基于EOD模式的矿山生态修复实践研究分析

Study and analysis of mine ecological restoration practice based on EOD model

矿山生态修复事关美丽中国建设目标。为促进矿山生态修复治理工作科学有序开展,提升区域自然资源生态价值,本文基于生态环境导向的开发(EOD)模式对矿山生态修复进行研究,通过对国家试点项目实践案例的分析,对现阶段EOD模式下矿山生态修复面临的主要问题进行总结,并给出了相关建议。研究表明,现阶段我国矿山生态修复面临收益回报不确定、用地指标流转制度不健全、绿色金融工具及项目管理政策不完善等问题。因此,各地应完善并细化矿山生态修复政策法规,强化地方政府在矿山生态修复中的行政职能,构建矿山生态修复项目投资回报机制,为持续推进矿山治理生态化、产业化保驾护航。

The ecological restoration of mines is related to the goal of building a beautiful China.In order to promote the scientific and orderly development of mine ecological restoration and management,and enhance the ecological value of regional natural resources,this paper studies the ecological restoration of mines through the ecological environment-oriented development(EOD)model.By analyzing the practical cases of national pilot projects,the main problems faced by mine ecological restoration under the EOD model at the present stage are summarized,and relevant suggestions are given.The summary shows that at present,China's mine ecological restoration faces uncertain return,inadequate land index transfer system,and imperfect green financial tools and project management policies.In view of this,local governments should improve and refine the policies and regulations for mine ecological restoration,strengthen the administrative functions of local governments in mine ecological restoration,and build the investment return mechanism for mine ecological restoration projects,so as to ensure the continuous promotion of ecological and industrial mine management.
