基于扎根理论的农户宅基地退出意愿的影响因素模型构建

Construction of influencing factors model of farmers'homestead withdrawal willingness based on grounded theory

城镇化的快速发展导致农村人口外流加剧,闲置宅基地数量增加。在保障农户合理诉求的基础上实现闲置宅基地的盘活利用,提高土地利用效率,是利于国计民生的重要一环。本文以辽宁省营口市S村为例,采用扎根理论的质性研究方法,通过深度访谈收集原始资料,经过三级编码,发现农户宅基地退出意愿主要受生计禀赋、政策感知、顾虑感知、期望感知影响,并构建出农户宅基地退出意愿影响因素的“要素—感知—意愿”模型。基于此,坚持以人民为中心的发展思想、提高农户政策感知、推动退出补偿机制的合理制定和有效管理等举措是提高农户宅基地退出意愿的关键。

The rapid development of urbanization has led to the intensification of rural population outflow and the increase in the number of rural idle homesteads.On the basis of ensuring the reasonable demands of villagers,achieving the revitalization and utilization of idle homesteads,improving the efficiency of land use is an important part of the national economy and people's livelihood.This paper takes S Village,Yingkou City,Liaoning Province as an example,adopts the qualitative research method of grounded theory,collects the original data through indepth interviews.Through three-level coding,the paper finds that farmers'homestead withdrawal intention is mainly affected by livelihood endowment,policy perception,concern perception,and expectation perception.In addition,this paper constructs the"element-perception-willingness"model of the factors affecting farmers'homestead withdrawal intention.Based on this,government measures,including adhering to the people-centered development philosophy,improving farmers'awareness of policies,promoting the rational formulation and effective management of exit compensation policies,are the key to improving farmers'willingness to exit their homesteads.
