点状供地在乡村振兴战略下的地方实践问题研究

Research on regional practice of spot land supply under rural revitalization strategy

随着乡村振兴战略的实施推进,越来越多项目落地农村。在新增建设用地指标有限、耕地占补平衡压力大、农村集体建设用地和宅基地用地情况复杂等现实背景下,“点状供地”作为一种新的土地获取方式应运而生。目前,点状供地仍处于起步阶段,各地区在发展乡村旅游、促进农村存量土地盘活等方面进行了尝试,但相关研究在理论和实践层面上还有不足之处。本文在梳理相关政策的基础上,对各地区实践探索存在的问题瓶颈进行总结,并提出今后在立法支撑、工作机制、村规编制、前期把控等方面进一步改善的建议。

With the implementation of rural revitalization strategy,more and more projects are being implemented in rural areas.Under the realistic background of limited indicators of newly added construction land,large balance pressure of arable land and complex situation of rural collective construction land and homestead land,"spot land supply"has emerged as a new way of land acquisition.At present,spot land supply is still in its infancy.Various regions have made attempts to develop rural tourism and promote the revitalization of existing rural land.However,there are still some shortcomings in theory and practice.On the basis of sorting out relevant policies,this study summarizes the problems and bottlenecks existing in practice exploration in various regions.Further improvement is proposed in legislative support,working mechanism,village planning,early control and other aspects.
