脱贫攻坚与乡村振兴有效衔接的逻辑理路与实施路径

推动脱贫攻坚与乡村振兴有效衔接,是加快乡村发展的必然要求,是着力解决“三农”问题的客观要求,同时是顺利实施“十四五”规划的内在要求,但在衔接过程中面临局部与整体的矛盾、特惠性与普惠性的矛盾、“输血”与“造血”的矛盾等诸多困难,迫切需要将阶段性脱贫经验与长期性解决相对贫困、政府外在“输血”与市场内在“造血”、由村到户的巩固脱贫政策与区域经济发展政策、上级统一部署与各地因地制宜,以及人才支撑体系与乡村基层党组织建设等方面进行有效衔接,以实施乡村振兴逐步推进农业农村现代化。

Promoting the effective convergence between poverty alleviation and rural revitalization is the inevitable requirement of speeding up rural development,the objective requirement of solving the problems of agriculture,rural areas and farmers,and the inherent requirement of the smooth implementation of the 14th Five-Year Plan.However,in the process of convergence,we are faced with many difficulties,such as the contradiction between the part and the whole,the contradiction between preferential and universal benefits,the contradiction between"blood transfusion"and"blood production"and so on.There is an urgent need to integrate the experience of phased poverty alleviation with the long-term solution of relative poverty,the external"blood transfusion"of the government and the internal"blood production"of the market,the consolidation of poverty alleviation policies from village to household and regional economic development policies,the unified deployment of superiors and local conditions,talent support system and rural grass-roots party organization construction and other aspects of effective convergence,so as to implement rural revitalization and gradually promote agricultural and rural modernization.
