长江上中游坡耕地水土流失治理对策探讨

Measures for controlling soil and water losses of slope farmlands in the upper and middle reaches of the Yangtze River

长江上中游是我国坡耕地分布较为集中的区域。在调查长江上中游坡耕地治理现状、存在问题的基础上,分析了长江上中游坡耕地治理面临的新形势新挑战,提出了加强坡耕地监测,建立健全协同联动工作机制,坚持高标准、规模化治理,加强坡耕地治理监管,创新政策机制等对策建议,为新时期加快推进长江上中游坡耕地水土流失治理提供参考借鉴。

The upper and middle reaches of the Yangtze River are regions with a relatively concentrated distribution of slope farmlands in China.Based on an investigation of the current status and existing problems in the governance of slope farmlands in the upper and middle reaches of the Yangtze River,this study analyzes the new situation and challenges faced in their governance.It proposes several countermeasures,including strengthening the monitoring of slope farmlands,establishing a sound collaborative mechanism,adhering to high standards and large-scale governance,enhancing governance supervision,and innovating policy mechanisms.These measures provide guidance and insights for accelerating the management of soil and water losses in slope farmlands in the upper and middle reaches of the Yangtze River in the new era.
