贵州省生产建设项目水土保持监管体系构建探讨

Exploration on the construction of soil and water conservation supervision system for production and construction projects in Guizhou Province

“十三五”以来,贵州省水土保持监管工作成效显著。梳理了贵州省生产建设项目水土保持监管取得的成效,总结了主要做法及经验,包括全面深化“放管服”改革、严格水土保持方案审批、强化水土保持监督检查、强化生产建设项目监测管理、强化重点项目监督性监测、强化水土保持信息化监管、强化水土保持遥感监管、狠抓违法违规项目整改销号等,并提出了新时代贵州省水土保持工作思路。

Since the 13th Five-Year Plan,significant progress has been made in soil and water conservation supervision in Guizhou Province.The paper reviews the achievements in soil and water conservation supervision of production and construction projects in the province and summarizes the main practices and experiences.These include deepening the reforms to streamline administration and delegate power,improve regulation,and upgrade services,strict approval of soil and water conservation plans,strengthening supervision and inspection,monitoring and management of production and construction projects,enhancing supervision of key projects,utilizing information technology for soil and water conservation supervision,and rectifying and terminating non-compliant projects.The paper also proposes ideas for soil and water conservation work in Guizhou Province in the new era.
