X市国有企业直接融资风险与防控措施研究

Research on Direct Financing Risks and Prevention and Control Measures of State-Owned Enterprises in X City

目前,X市国有企业逐步进行市场化转型升级,积极参与市场化竞争,越来越多的国有企业选择直接融资的方式来筹集资金。面对债券市场监管政策的不断收紧和更新变化,X市大部分国有企业存在资产结构风险高、弹性差、信用等级不高等问题,导致直接融资能力不足。分析和研判了当前X市国有企业直接融资风险,提出了高度重视国有企业直融风险防控工作、优化国有企业债务结构、完善国有企业融资风险全链务联动机制等措施。

At present,state-owned enterprises in X City gradually carry out market-oriented transformation and upgrading and actively participating in market-oriented competition,and more and more state-owned enterprises choose direct financing to raise funds.In the face of the continuous tightening and updating of the regulatory policy in bond market,most state-owned enterprises in City X have some problems,such as high asset structure risk,poor elasticity,low credit rating and so on,resulting in insufficient direct financing capacity.This paper analyzes and judges the current direct financing risks of state-owned enterprises in X city,and puts forward some measures,such as attaching great importance to the prevention and control of direct financing risks of state-owned enterprises,optimizing the debt structure of state-owned enterprises,and improving the linkage mechanism of the whole chain of state-owned enterprises'financing risks,and so on.
