摘要
伴随中国生态文明建设和绿色低碳发展的持续推进,碳排放权交易试点政策对区域绿色创新产生了重要影响。本文基于2005-2020年我国30个省级行政区面板数据,采用空间计量模型实证检验碳排放权交易试点政策对区域绿色创新水平的影响。研究发现:我国绿色技术创新和绿色工艺创新均具有显著的正自相关性及空间溢出效应;碳排放权交易试点政策对试点省市绿色创新水平具有显著促进作用;进一步分析发现:碳交易试点政策对经济发展水平不同的区域绿色创新具有异质性影响;区域绿色创新产业结构调整及优化升级、研发投入增加以及劳动力素质提高,有助于提升我国绿色技术创新和绿色工艺创新水平。
With the continuous promotion of China's ecological civilization construction and green low-carbon develop-ment,the carbon emission trading pilot policy has significantly impacted regional green innovation.Based on the panel data of 30 Chinese provinces from 2005 to 2020,this paper empirically examines the impact of the carbon emissions trading pilot policy on the regional green innovation level using the spatial econometric model.The results show that China's green technology innova-tion and green process innovation both have significant positive autocorrelation and spatial spillover effects.The carbon emissions trading pilot policy has a significant promotion effect on the green innovation level of pilot provinces and cities.Further analysis finds that the carbon trading pilot policy has a heterogeneous impact on regional green innovation at different levels of economic development;the adjustment,optimization,and upgrading of industrial structure,the increment of R&D investment,and the im-provement of labor quality are conducive to improving the level of China's green technology innovation and green process inno-vation.
