绿色金融对区域经济增长和产业转型研究——基于空间杜宾模型的实证分析

Research on Green Finance's Impact on Regional Economic Growth and Industrial Transformation An Empirical Analysis Based on the Spatial Durbin Model

党的二十大报告指出,推动绿色发展,促进人与自然和谐共生。在全社会绿色转型发展过程中,金融发挥了重要作用。本文以辽宁省绿色发展为例,选取2013-2020年辽宁省14个城市经济金融数据,通过构建绿色金融发展指数,并运用空间杜宾模型分析绿色金融对经济发展和产业结构转型的影响。研究发现:一是绿色金融能够促进区域经济增长,与绿色金融主要目标相一致,但未能形成区域联动效应和示范效应。二是分产业来看,绿色金融发展会相对抑制本地第二产业的“三高”企业发展,促进第三产业发展,进而促进产业结构转型。三是绿色金融对第三产业发展有显著的空间溢出效应,本地区的绿色金融发展会对经济相邻城市的产业结构转型产生带动作用。最后,本文结合区域经济金融现状,对辽宁绿色振兴提出政策建议。

The report to the 2Oth National Congress of the Communist Party of China pointed out that we should advance green development and promote harmonious coexistence between human and nature.In the process of promoting green transformation and development in the whole society,finance has played an important role.This paper takes the green development in Liaoning Province as an example,selects the economic and financial data of 14 cities from 2013 to 2020,constructs the green financial development index,and uses the spatial Durbin model to analyze the impact of green finance on economic growth and industrial structure transformation.The research found that:First,green finance can promote regional economic growth,which is consistent with the main goal of green finance,but has failed to form a regional linkage effect and demonstration effect.Second,the development of green finance will relatively restrain the development of the enterprises marked by high levels of emission,energy consumption and pollution in the secondary sector of the economy,promote the development of the tertiary sector of the economy,and promote industrial transition.Third,green finance has a significant spatial spillover effect on the development of the tertiary industry-y—i.e.the development of green finance in this region will have a driving effect on the optimization of the industrial structure of the cities which have similar economic development levels.Finally,this paper puts forward policy suggestions for green revitalization based on the current situation in Liaoning Province.
