通过研究特殊场景下城市生活垃圾处理系统的快速诊断和高质量重构,提出了特殊场景产生的原因、类型和评估方法,明确了以应急保障制定、固体废物园区建设、全过程咨询、商业模式探讨为主要内容的综合重构方法,并根据哈尔滨市的成功应用经验,为我国城市生活垃圾处理系统在遭受重创情况下迅速恢复,保障城市安全稳定运行提供了适用性广、可操作性强且经济成本可承受的理论依据和实践经验。

By researching the rapid diagnosis and high-quality reconstruction of urban domestic waste treatment system in special scenarios,the causes,types and assessment methods of special scenarios were proposed,and the comprehensive reconstruction methods mainly including emergency support formulation,solid waste park construction,whole-process consultation and business model exploration were clarified.Based on the successful application experience of Harbin City,the paper provided theoretical basis and practical experience featured with wide applicability,strong operability and affordable economic cost for the rapid recovery of China's urban domestic waste treatment systems in the case of heavy damage,with the aim of ensuring the safe and stable operation of cities.
