整体性治理视域下我国健康养老服务大部制改革探究

Researches on the Reform of Health and Elderly Service System in China from the Perspective of Holistic Govern⁃ance

我国健康养老服务供给主体、政策及监管的“碎片化”,使得健康养老服务供给“碎片化”这一问题突显,最终造成了我国健康养老服务供给质量不高、供给政策不成体系、管理效率低下等一系列问题。本文基于整体性治理理论,针对我国健康养老服务供给的“碎片化”问题,提出破解之道即推行大部制改革,以为应成立“老年健康管理局”,形成专门管理老年人的健康与养老方面工作及相关制度保障等一系列问题的机构,以更加合理配置稀缺的健康养老服务资源,为老年人提供无缝隙且非分离的整合型健康养老服务。

The"fragmentation"of health pension service supply subject,policy and supervision in China highlights the prob⁃lem of"fragmentation"of health pension service supply,which finally causes a series of problems such as low quality of health pension service supply,unsystematic supply policy,low management efficiency and so on.Based on the theory of holistic govern⁃ance,the problem of endowment service supply"fragmentation"in China can be solved by the approach to super-ministries reform,establishing the"elderly health administration",the specialized management institutions of the elderly health and pension and related institutional guarantee,which can more rational allocate the scarce health care resources,and provide integrated health pension services for the elderly.
