PEST-SWOT Analysis of the Implementation of Integration of Medical and Preventive Services in Tertiary Public Hospitals

目的:分析三级公立医院医防融合职能实施面临的内外部环境因素,以制定医防融合发展战略,推动三级医院医防融合职能落实和持续发展,推进公立医院高质量发展。方法:运用PEST-SWOT模型梳理影响三级公立医院医防融合职能开展的内外部环境因素,并对这些因素进行专家评分。结果:内部优势因素专家评分均值为9.02分,最高得分为“S1医防融合功能是公立医院公益属性的体现”和“S7公立医院品牌效应与权威性强”(9.50分)。内部劣势因素均值为-6.68分,得分最高为“W3医防融合组织与制度体系不完善”(-7.28分)。外部机会因素均值为8.45分,最高得分为“O6疫情影响下公共卫生体系建设得到重视”(9.06分)。外部威胁因素均分为-6.73,最高为“T4医保并未用于支付医防融合内容”(-7.67分)。结果显示,三级医院医防融合职能实施面临的环境形势倾向于内部优势与外部机会因素。结论:三级公立医院医防融合职能开展应采取SO策略。顺应国家对创新医防协同机制的要求,结合三级医院品牌优势与学科资源,分阶段推进医防融合职能实施,切实提高我国公共卫生治理整体服务能力。

Objective To analyze the internal and external environmental factors of the implementation of integrating medical and preventive services in tertiary public hospitals for formulating the development strategy of medical and preventive integration,promoting the implementation and sustainable development of medical and prevention integration function of tertiary hospitals,and further advancing the high-quality development of public hospitals.Methods PEST-SWOT model was used to analyze the internal and external environmental factors that affected the implementation of medical and preventive integration functions in tertiary public hospitals.And expert evaluation was conducted.Results The average score of experts on internal advantage factors was 9.02,and the highest score was 9.50(S1 and S7).The average score of internal disadvantage factors was-6.68,and the highest factor was-7.28(W3).The mean value of external opportunity factors was 8.45,and the highest score was 9.06(O6).The average score of external threat factors was-6.73,and the highest was-7.67(T4).The scores showed that the environmental situation of ter⁃tiary hospitals was inclined to internal advantages and external opportunities.Conclusion Tertiary hospitals should adopt the SO strategy to carry out the function of medical and prevention integration,comply with the national requirements for the innovation of medical and prevention coordination mechanisms,combine the brand advantages and discipline resources of tertiary hospitals,pro⁃mote the implementation in stages,so as to effectively improve the overall service capacity of public health governance in China.
