基于修正广义DEA模型的中国省域公共图书馆效率评价

Research on the Efficiency of Provincial Public Libraries in China Based on Modified Generalized DEA Model

应用传统DEA模型评价公共图书馆效率时可能存在"效率悖论",进而影响评价结果的准确性.首先,以传统广义DEA模型为例,检验了应用传统DEA模型评价我国省域公共图书馆效率时存在的"效率悖论";然后,通过对比传统模型与修正模型的评价结果,验证了修正模型对"效率悖论"的修正作用;最后,应用修正模型对2011-2017年我国省域公共图书馆效率进行了评价.结果表明:我国公共图书馆整体效率水平相对较低,区域差异较为明显,落后的管理制度和技术水平是导致其效率低下的主要原因.

There may be“eficiency antinomy”when using traditional DEA method to evaluate the efficiency of public libraries,which will affect the accuracy of eficiency evaluation results.Therefore,this study first uses the traditional generalized DEA model as an example to examine the“eficiency antinomy”problem that exists when using the traditional DEA model to evaluate the efficiency of provincial public libraries in China.Then by comparing the evaluation results of the traditional model and the modified model,the modified model is verified to correct the“efficiency antinomy”problem.Finally,use the modified model to evaluate the efficiency of provincial public libraries in China from 2011 to 2017.The results show that the overall eficiency level of China's public libraries during the study period is relatively low,the regional differences are more obvious,so the backward management system and technical level are the main causes of low efficiency.
