摘要
[目的/意义]基于专利转让和许可数据,对我国42所“双一流”高校的专利转化能力进行评估和分析,展现“双一流”高校成果转化能力现状和特征,为其提升专利转化能力提供参考。[方法/过程]结合国家战略新兴产业分类,以“量”“率”结合的方式提出产业专利转化能力指数PTCI和综合转化能力指数PTCCI,并对“双一流”高校专利转化能力进行量化分析。[结果/结论]“双一流”高校之间的综合转化能力有着比较明显的差距,整体上形成五个梯队,不同产业中各高校的专利转化能力具有差异性。围绕优势学科和产业相结合,辐射带动整体专利转化数量和效率的双提高,是提升“双一流”高校成果转化能力的重要举措。
[Purpose/significance]Based on patent transfer and licensing data,this paper evaluates and analyzes patent transfor⁃mation ability of 42“double first-class”universities in China,shows the current situation and characteristics of achievement transforma⁃tion ability of“double first-class”universities,and provides reference for improving patent transformation ability.[Method/process]According to the classification of national strategic emerging industries,the industrial patent transformation competitiveness index(PTCI)and patent transformation comprehensive competition index(PTCCI)are proposed in a combination of“quantity”and“rate”,and the patent transformation ability of“double first-class”universities is quantitatively analyzed.[Result/conclusion]There is a relatively ob⁃vious gap in the comprehensive transformation ability between“double first-class”universities,forming five echelons as a whole.The pa⁃tent transformation ability of universities in different industries is different.It is an important measure to improve achievement transforma⁃tion ability of“double first-class”universities by combining advantageous disciplines and industries,and radiating and driving the overall improvement of the number and efficiency of patent transformation.
