Analysis on the Compilation of Local Government Emergency Plan for Hazardous Chemical Accidents

目的:通过对地方政府危险化学品生产安全事故专项应急预案编制的工作程序和技术要点的经验总结,为地方政府专项应急预案的编制工作提供实例参考。方法:通过对地方政府辖区内危险化学品从业单位和现有专项应急预案的现状进行调研,编制工作方案并组织开展预案编制、培训和审核工作。结果:为地方政府编制完成了规范可行和责任清晰的专项应急预案和与之相配套的应急工作手册。结论:形成地方政府具有高度衔接性、内容完备性和切实可行性的专项应急预案体系。

Objective:To summarize the practical experience of the preparation of the special emergency plan for hazardous chemical production accidents of the local government,and provide an example reference for the preparation of the special emergency plan of the local government.Methods:Through the investigation of the current situation of hazardous chemicals enterprises and existing special emergency plans within the local government area,the work plan was prepared and the plan preparation,training and review were organized.Results:The special emergency plan and emergency operation manual that are standardized,feasible and with clear responsibilities have been prepared for the local government.Conclusion:A special emergency plan system with high cohesion,complete content and practical feasibility for local governments is formed.
