农业基础设施对农业经济韧性的作用机制与效应研究

Mechanism and Effect of Agricultural Infrastructure on Agricultural Economic Resilience

利用2010—2020年中国30个省级行政区面板数据,在分别评价农业经济韧性和农业基础设施综合水平的基础上,实证检验农业基础设施对农业经济韧性的影响效应、机制与差异。结果表明:农业基础设施水平的提升有助于促进农业经济韧性的增强,分维度促进作用的强弱依次表现为适应调整能力、创新转型能力、抵抗风险能力;农业基础设施可以通过促进农业产业结构升级进而提升农业经济韧性;农业基础设施的韧性锻造效应存在区域异质性,在粮食主产区,农业基础设施主要影响农业经济系统的适应调整能力,而在非粮食主产区,农业基础设施主要影响农业经济系统的创新转型能力。据此,建议从重视农业基础设施在培育农业经济韧性中的重要作用、充分发挥农业产业结构升级在农业基础设施韧性治理中的中介作用、因地制宜地发挥农业基础设施的韧性培育作用等方面入手增强农业基础设施对农业经济韧性的提升作用。

Based on the panel data of 30 provincial administrative regions in China from 2010 to 2020,this paper empirically explored the effect,mechansim and differences of agricultural infrastructure on agricultural economic resilience by evaluating the resilience of agricultural economy and the comprehensive level of agricultural infrastructure.The results show that agricultural infrastructure contributes to the improvement of the resilience level of agricultural economy,and that the strength of sub-dimensional promotion is shown in the following order:adaptability and adjustment ability,innovation and transformation ability,and risk resistance ability.Agricultural infrastructure can improve the resilience of agricultural economy by upgrading agricultural industrial structure.There is regional heterogeneity in the toughnessforging effect of agricultural infrastructure.In major grain producing areas,agricultural infrastructure mainly affects the adaptability and adjustment ability of agricultural economic system while in non-major grain producing areas,it mainly affects the innovation and transformation ability of agricultural economic system.Therefore,it is suggested that the role of agricultural infrastructure in improving agricultural economic resilience should be enhanced by paying attention to the important role of agricultural infrastructure in cultivating agricultural economic resilience,giving full play to the intermediary role of agricultural industrial structure upgrading in the governance of agricultural infrastructure resilience,and taking better advantage of agricultural infrastructure in cultivating agricultural resilience according to local conditions.
