“鱼”与“熊掌”兼得:农村产业融合的城乡共富效应

Both“Fish”and“Bear’s Paw”:Effect of Rural Industrial Integration on Urban and Rural Common Prosperity

利用2007—2019年中国省级面板数据,探究农村产业融合对共同富裕的影响及内在机理,分析农村产业融合是否同时兼顾经济增长和收入分配,是否具有富裕效应和共同效应。结果表明:农村产业融合能显著提高共同富裕水平,且这一结论在一系列稳健性检验后依然成立。此外,农村产业融合通过提高人均国内生产总值,缓解城乡居民收入的不平等性,进而实现共同富裕的发展目标。异质性分析表明,相较于发达、低财力、低数字金融和低人力资本地区,农村产业融合的共富效应在欠发达、高财力、高数字金融和高人力资本地区更为显著。基于此,建议因地制宜推进农村产业融合发展的进程,地方政府应重视缓解地区间物质与人力资本差距,营造良好的农村产业融合发展的市场环境,同时充分发挥数字普惠金融在农村产业融合共富效应中的助推作用。

Based on the provincial panel data of China from 2007 to 2019,this paper explored the impact of rural industrial integration on common prosperity and its internal mechanism and analyzed whether rural industrial integration took into account economic growth and income distribution at the same time and whether it had the wealth effect and common effect.The results show that rural industrial integration has significantly improved the level of common prosperity,and this conclusion remains valid after a series of robustness tests.In addition,rural industrial integration can achieve the development goal of common prosperity by increasing the per capita GDP and alleviating the income inequality between urban and rural residents.The heterogeneity analysis shows that compared with developed,low financial,low digital finance and low human capital areas,the co-prosperity effect of rural industrial integration is more significant in underdeveloped,high financial,high digital finance and high human capital areas.Therefore,it is suggested that the process of rural industrial integration development should be promoted according to local conditions.Local governments should make greater efforts to alleviate the material and human capital gap between regions,create a good market environment for rural industrial integration development,and give fuller play to the boosting role of digital inclusive finance in rural industrial integration and common prosperity.
