加拿大安大略省的大学专业质量评估:缘由、现状及趋势

University Program Review in Ontario: Origin, Status Quo, and Latitude

摘要 本文介绍加拿大安大略省大学专业评估的缘由、现状及趋势,以及近年来实施的战略授权协议对其可能产生的影响。加拿大宪法规定教育事务由各省管辖,因此有关大学专业质量评估的实践和对其的介绍只能限于省域。安大略省拥有加拿大最大的大学系统,因此对安大略省情况的介绍可视为加拿大情况的缩影。安大略省的大学专业评估在30年间从专家决断模式发展为目标模式;同时在政府与决策取向的评估模式(即绩效拨款)相关实践的推动下,正向着反应模式转变。 This article sheds light on the origin,status quo and latitude of program review at universities in Ontario.The Canadian constitute rules educational affairs as the provincial jurisdiction,so the practices as well as description of university quality control are confined to the provinces.Ontario has the country's largest university sector,and is thus a miniature of the country.In some 30 years,university program review moved past a connoisseurship model,into a goal-based model for now,and towards a responsive model,driven by the government practice associating with a decision-making model(performance-based funding).
