中国式现代化背景下全国统一的社会保险公共服务平台建设:发展思路与实践路径

The Construction of a National Unified Social Insurance Public Service Platform under the Background of Chinese Path to Modernization:Development Ideas and Practical Paths

加快完善全国统一的社会保险公共服务平台,是在中国式现代化背景下,我国政府主动适应数字化变革,利用数字技术提升国家治理能力和社会保障服务能力,增进民生福祉的重要战略设计。在以系统学理论综合分析全国统一的社会保险公共服务平台的四个驱动要素、深入阐释中国式现代化对社会保险公共服务平台的新要求的基础上,剖析了国家与地方社会保险公共服务平台对接不够精准高效、平台功能设置不够完善、平台运行不够安全规范、平台用户体验感欠佳等问题。据此,提出优化平台功能设置、提升平台技术水平、完善平台标准规范、强化平台风险防控能力等发展思路,为全国统一的社会保险公共服务平台的建设提供优化路径。

Accelerating the improvement of the national unified social insurance public service platform is an important strategic design for the Chinese government to actively adapt to digital change,use digital technology to improve capabilities of national governance and social security service,and improve people's well-being in the context of Chinese path to modernization.Based on the systematics theory,this paper comprehensively analyzes the four driving factors of the national unified social insurance public service platform,deeply explains the new requirements of Chinese path to modernization on the social insurance public service platform,and with this as the starting point,analyzes the problems such as the inaccurate and efficient connection between the national and local social insurance public service platforms,the imperfect platform function settings,the unsafe and nonstandard operation of the platform,and the poor user experience of the platform.Based on this,development ideas such as optimizing platform function settings,improving platform technology level,improving platform standards and specifications,and strengthening platform risk prevention and control capabilities are proposed to provide an optimization path for the construction of a unified national social insurance public service platform.
