新时期我国区域合作治理效能提升新路径:以长三角为例

A New Way to Improve the Eficiency of China' s Regional CooperativeGovernance in the New Era: A Case Study of the Yangtze River Delta

近些年来,区域性公共事务急剧上升,区域合作治理成为区域可持续健康发展的紧迫要求。由于体制障碍、利益羁绊及“搭便车”心态等因素的影响,我国区域合作治理还面临诸多困境和挑战。基于WSR系统方法论,以长三角区域为例,对区域合作治理的内在结构和机理进行深入研究。研究发现,新时期提升区域合作治理绩效需要坚持系统原则,统筹科学规划区域合作治理工作,不仅要“懂物理”,遵循客观规律,实现区域资源要素功能最大化,而且要“通人理”“明事理”,健全制度体系,完善合作运行机制,构建良性主体关系,充分发挥社会各界参与治理的积极性。

In recent years,regional public affairs have risen sharply,and regional cooperative governance has become an urgent requirement for regional sustainable and healthy development.However,due to the influencing factors of institutional barriers,interest fetters,and the“free rider”mentality,etc.,China's regional cooperation governance is still facing the dilemma and challenges.Based on the WSR system methodology,with the Yangtze River Delta as an example,the intermal structure and mechanism of regional cooperative governance was investigated profoundly.It has been found that to improve the performance of regional cooperative governance in the new era,it is a must to adhere to the principle of system;to scientifically plan the work of regional cooperative governance,it is necessary not only to understand physics and fllow the objective laws to maximize the function of regional resource elements,but also to be reasonable with people and be rational about affairs to improve the institutional system,to perfect the cooperative operation mechanism,to build a benign main body relationship,and to give full play to the enthusiasm of all sectors of society to participate in governance.
