Promoting Sports Power Construction with High-Quality Development of Ice and Snow Sports in China:Realistic Basis,Dilemmas and Strategic Paths

党的二十大进一步明确了加快建设体育强国的重要目标.新时代冰雪运动需要高质量发展并形成推进体育强国建设的契合性战略.通过文献资料、实地调研等研究方法,聚焦加快建设体育强国,从冰雪运动高质量发展的现实基础切入,探究其战略定位及战略路径.研究认为,为加快建设体育强国,冰雪运动高质量发展应明确现阶段的发展基础与困境,破解冰雪运动参与质量锁定,加快冬季健身与全民健康融合发展;缩小冬夏项目间差距,增强冰雪运动竞技综合实力;生成现代化发展内生动力,激发区域冰雪经济竞争活力;双轨发挥中介与桥梁作用,筑牢冰雪运动文化与外交根基.同时,在路径上需加大公共服务供给、塑造比较优势、重视供给侧结构性改革、创新文化传播及展现中国冰雪特色.

The 20th National Congress of the Communist Party of China further clarifies the important goal of accelerating the sports power construction.In the new era,ice and snow sports need high-quality development and form a compatible strategy to promote the sports power construction.Through the methods of literature,field research and others,this study focuses on accelerating the sports power construction,starting from the realistic basis of the high-quality development of ice and snow sports,and exploring the strategic positioning and paths.It suggests that in order to speed up the sports power construction,the high-quality development of ice and snow sports should clarify the development basis and dilemmas at the current stage,break the participation quality lock of ice and snow sports,and accelerate the integrated development of winter fitness and national health;narrow the gap between winter and summer events,and improve the comprehensive strength of ice and snow sports competition;generate endogenous driving force for modern development,and stimulate the competition vitality of regional ice and snow economy;and dual-track play the role of intermediary and bridge,and build a solid foundation of culture and diplomacy for ice and snow sports.At the same time,in strategic paths,it is necessary to increase the supply of public services,shape comparative advantages,attach importance to supply-side structural reforms,innovate cultural communication,and showcase the characteristics of China’s ice and snow sports.
