三峡移民安稳致富思路与对策研究

Study on ideas of achieving prosperity and stability of migrants of Three Gorges Project and countermeasures

促进库区经济社会发展和移民安稳致富是三峡后续工作规划的重要内容之一。为明确三峡后续工作促进移民安稳致富的扶持方向和资金投入,深入调查分析了三峡后续工作移民安稳致富现状及存在的问题,从协同推进区域发展和移民自身发展两个维度,从区域(库区、安置区)和移民两个方面着手,提出促进三峡工程移民安稳致富五大方向,围绕加速库区经济社会发展、改善移民生产生活条件、提高移民生活水平、提升移民可持续发展能力以及维护社会和谐稳定等五大方向提出了相应对策,为新时期三峡工程高质量发展提供支撑。

Promoting the economic and social development of the reservoir area and the prosperity and stability of migration is the key element of the follow-up work planning of the Three Gorges Project.In order to clarify the direction of support and financial investment for the follow-up work of the Three Gorges Project,this paper analyzed the current situation and problems in the process of achieving prosperity and stability of the migration of the Three Gorges Project,and put forward five directions to promote the stability and prosperity of the migration of the Three Gorges Project from the two aspects of promoting regional development and coordinated development of individuals,as well as regional(reservoir area,resettlement area)and migration.This paper puts forward some countermeasures to accelerate the economic and social development of the reservoir area,such as improve the production and living conditions of the migrants,enhance the living standards of the migrants,enhance the sustainable development ability of the migrants,and maintain social harmony and stability,so as to provide support for the high-quality development of the Three Gorges Project in the new era.
