中巴经济走廊作为“一带一路”倡议的旗舰项目和后全球化时代亚欧大陆陆权崛起的标志性项目,在应对百年未有之大变局和构建新发展格局中具有重要战略意义。随着共建“一带一路”深入推进,新疆积极服务和融入新发展格局,成为中国构建面向欧亚的国内国际双循环的枢纽节点。在巴基斯坦和阿富汗政局稳定前提下,新疆加快推进中阿巴互联互通,打造中巴经济走廊升级版是必要的、可行的。紧扣中巴经济走廊高质量发展和中阿巴互联互通主题,在阐释中巴经济走廊建设成就的基础上,分析中阿巴互联互通的可能性及其与中巴经济走廊高质量发展的内在联系;立足于新疆对接中巴经济走廊高质量发展的现实基础,从区域规划、产业对接、经贸合作、知识共享等角度深入分析新疆融入中巴经济走廊高质量发展、促进中阿巴互联互通的切入点和结合点。

As the flagship project of the BRI and the rise of land rights in the Eurasian continent in the postglobalization era,the CPEC has important strategic significance in responding to major changes and building a new development pattern.With the deepening of the joint construction of the"Belt and Road",Xinjiang actively serves and integrates into the new development pattern,becoming a hub node for China to build a domestic and international dual cycle oriented to Europe and Asia.With the premise of political stability in Pakistan and Afghanistan,it is necessary and feasible for Xinjiang to accelerate the promotion of China-Afghanistan-Pakistan connectivity and build an upgraded version of the CPEC.This article focuses on the theme of highquality development of the CPEC and China-Afghanistan-Pakistan connectivity.On the basis of explaining the achievements of the construction of the CPEC,it analyzes the possibility of China-Afghanistan-Pakistan connectivity and its internal relationship with the high-quality development of the CPEC.Based on the practical foundation of Xinjiang's connection between the high-quality development of the CPEC and China-Afghanistan-Pakistan connectivity,in-depth analysis will be conducted on the entry and junction points of Xinjiang's integration into the high-quality development of the CPEC and China-Afghanistan-Pakistan connectivity from the perspective of regional planning,industrial docking,economic,trade cooperation and knowledge sharing.
