摘要 为了提高应急救援效率,保障应急物资供给及时性,通过熵权法改进的TOPSIS选出应急物资储备中心备选区域,进一步利用多面体不确定集合刻画需求和速度的不确定性,并以物资供应成本和交通运输时间为目标函数构建具有库存双容量限制和救援时效性限制的鲁棒优化选址模型,通过鲁棒优化选址确定最终选址,保证突发公共卫生事件下各需求点所需的物资都能得到满足.结果表明,鲁棒优化选址方案能够合理分配应急物资资源,物资供应平均运输时间2.06 h,需求满足率达到91.69%,且鲁棒优化模型在解决不确定性问题具有更好的表现. In order to improve the efficiency of emergency rescue and ensure the timeliness of emergency supplies supply,the alternative areas of emergency supplies reserve center were selected by the improved TOPSIS method based on entropy weight method.The uncertainty of demand and speed was further characterized by the use of polyhedron uncertainty set.The robust optimization location model with inventory double capacity limitation and rescue timeliness limitation was constructed by taking the material supply cost and transportation time as the objective functions.The final location was determined by the robust optimization location to ensure that the materials needed at each demand point under the public health emergency could be met.The results showed that the robust optimization location scheme could reasonably allocate emergency material resources.The average transportation time of material supply was 2.06 h,and the demand satisfaction rate reached 91.69%.The robust optimization model has better performance in solving the uncertainty problem.
