Carbon dioxide,as one of the greenhouse gases, has a significant impact on the planet's ecological environment. The ecological function of forests is an important link in the natural absorption of carbon dioxide. However, given the needs of human social development,it is important to take into account the economic functions of forests while increasing their carbon sequestration capacity. In order to investigate the carbon sequestration capacity of forests and to formulate reasonable management strategies, this paper firstly combines international forestry indicators, divides forests according to actual situations, takes into account factors such as climate, age and tree species, and constructs a linear programming model for carbon sequestration by means of an operational research method. Then four primary indicators and nine secondary indicators were selected to influence the balance of forest values, and a forest value decision model called CEEH was established.Hierarchical analysis was applied to quantify and determine the weights of relevant indicators related to forest management, calculate the CEEH score and determine the transition points. Finally, specific sustainable management plans are proposed for the four categories of forest issues.
