摘要
尽管日语的国际认可度相比英语等联合国官方语言并不占优势,但是1970年以来海外日语学习者人数实现了爆发式的增长。在这个现象背后,国际交流基金主导的一系列日语推广活动起了重要的推动作用。该文从“文化”“语言”和“对话”3个角度出发,对国际交流基金的日语推广策略进行了梳理。通过梳理,笔者认为比起派遣日语教师直接指导海外日语学习者,国际交流基金更偏好于通过与当地机构合作,共同致力于构建一个以文化带动的、具有持续性的、能够自主运作的本土化日语教育体系。因此,国际交流基金的日语推广经验告诉我们:当地的中文教师和中文学习者是传播中华语言文化所必须依靠的本土力量。而通过价值观学习培育当地人想讲、爱讲、多讲中国故事的主观能动性是今后国际中文教育可行的推广策略之一。
Although the international recognition of the Japanese language is not dominant,compared with the English language as the official UN language,the number of overseas Japanese language learners has exploded since the 1970s.A series of Japanese language promotion activities led by the Japan Foundation has played an essential role in this phenomenon.This paper sorted out the Japanese language promotion strategies of the Japan Foundation from the perspectives of"culture","language",and"dialogue".It concluded that the Japan Foundation prefers to work with local organizations to build a culturally driven,sustainable,and autonomous system of localized Japanese language education rather than sending Japanese language teachers directly to instruct overseas Japanese learners.Therefore,it provides some inspiration for international Chinese language education that local Chinese teachers and Chinese learners overseas are the critical driving force to spread the Chinese language and culture.Furthermore,fostering the agency of local people overseas to tell more Chinese stories through values education is one of the feasible promotion strategies for in ternational Chinese language education in the future.
