志愿组织嵌入基层协商治理的行动逻辑与策略——以广州S社区为考察对象

Action Logic and Strategies of Volunteer Organization Embedded in Urban Grassroots Deliberative Governance—Taking Guangzhou S Community as the Research Object

社区治理是国家治理的基石,由社区居民构成的社区志愿组织与社区党组织、社区居委会、业主委员会、物业公司等多元治理主体就社区事务进行积极协商,有利于基层治理动力的内生与强化,有效拓展了国家治理体系现代化建设空间。以广州市S社区志愿服务队为例,基于嵌入理论构建分析框架,系统考察社区志愿组织助推基层协商治理的行动逻辑及其策略选择。研究发现:社区志愿组织通过认知嵌入培育协商治理意识,通过关系嵌入编织协商治理网络,通过结构嵌入建构协商治理机制,通过资源嵌入筑建协商治理保障,合力推进基层治理共同体建设,为理解社区志愿组织助推基层协商治理提供了独特的分析视角。

Community governance is the cornerstone of national governance.Community volunteer organizations composed of community residents actively negotiate with community party organizations,community neighborhood committees,owner committees,property management companies and other multiple governance subjects on community affairs,which is conducive to the activating and strengthening of grassroots governance power and effectively expanding the space for the modernization of the national governance system.Taking the volunteer service team of S community in Guangzhou as an example,this study constructed an analytical framework based on embedding theory,and systematically examined the action strategies of community volunteer organizations to promote grassroots deliberative governance.The study found that community volunteer organizations cultivate the deliberative consciousness through cognitive embeddedness,weave the community deliberative relationship network through relational embeddedness,construct the community deliberative mechanism through structural embeddedness,and build the guarantee for community deliberative governance through resource embeddedness,so as to jointly promote the construction of grassroots governance community,which provides a unique analytical perspective for understanding community volunteer organizations to promote grassroots consultative governance.
