On Conditions of a High-Quality Development Platform for Foreign Trade in Xinjiang

高水平对外开放和高质量发展是当前及今后一定时期我国经济发展的主旋律,也为新疆对外贸易高质量发展指明了方向,全面剖析和评价新疆外贸高质量发展的现实平台条件,对于充分发挥平台条件及政策优势、推动新格局下新疆外贸高质量发展具有重要的现实意义。研究表明,新疆已经形成了比较完备的包括国家级口岸平台、展会平台、经贸开放平台、物流枢纽平台和产业发展平台等在内的平台体系,平台类型日益丰富且数量增长较快。新疆外贸高质量发展的平台条件总体上优于其他沿边省区,但高度集中在以乌鲁木齐为中心的北疆地区,平台载体条件南北疆不平衡,喀什作为核心区建设的南疆支点今后将面临更多新的发展机遇。

High-level opening to the outside world and high-quality development are the main melody of China's economic development at present and in the future,and also point out the direction for high-quality development of Xinjiang's foreign trade.A comprehensive analysis and evaluation of the realistic platform conditions for high-quality development of Xinjiang's foreign trade has important practical significance for giving full play to the platform conditions and policy advantages,and pro⁃moting high-quality development of Xinjiang's foreign trade under the new pattern.According to the research of this paper,Xin⁃jiang has formed a relatively complete open platform system such as national-level port platform,exhibition platform,economic and trade open platform,logistics hub platform and industrial development platform,and the types of platforms are increasingly rich and have accelerated in recent years.The platform conditions for high-quality development of Xinjiang's foreign trade are generally better than those of other border provinces and regions,but they are highly concentrated in the northern Xinjiang region centered on Urumqi.The development of the northern and southern Xinjiang is unbalanced.Kashgar,as the pivot of the core re⁃gion,will face more new development opportunities.
