数字技术在嵌入虚拟养老行动者网络后存在需要识别和规避行动者“脱嵌”的风险。以政府为核心行动者的“中心—边缘”结构导致行动者网络异化的隐患。企业和非营利组织等主要行动者的有限理性会干扰养老服务的公共理性,并在技术导入后产生“技治”“人治”如何平衡的难题。过分依赖“技治”会造成养老服务的“共情”不足,老年人作为源头行动者难以自主进入虚拟养老情境并强化情感认同。这些风险的根源在于行动者互嵌协同机制的局部失灵。因此,要依循行动者网络的转译逻辑推动行动者有序“复嵌”,政府应优化合作型服务,完善“以人为本”的服务共担机制,在此基础上消解技术滞碍,以服务“共情”化解技术冷漠。

After digital technology is embedded in the virtual pension actor network,there is a risk of dis-embedding of actors that need to be identified and avoided.The center-edge structure with the government as the core actor leads to the hidden danger of actor network alienation.The limited rationality of enterprises,non-profit organizations and other major actors will interfere with the public rationality of elderly care services,and after the introduction of technology,it is easy to create the problem of technology governance and human governance balance.Over reliance on technology governance will lead to insufficient empathy of elderly care services,and it is difficult for the elderly,as the source actor,to enter the virtual elderly care situation and strengthen emotional identity.The root of these risks lies in the partial failure of the inter-embedded coordination mechanism of actors.In this regard,it is necessary to follow the translation logic of the actor network to promote the orderly embedding of actors.The government should optimize the cooperative service,improve the people-oriented service sharing mechanism,and on this basis,remove the technical barriers,and resolve the technical indifference with service empathy.
