推进乡村治理是实现全面建成社会主义现代化强国的重要一环,也是“十四五”规划的着力点之一。市场经济的发展及社会的转型推动了城乡二元结构下农村空心化趋势的扩大化从而从根本上限制了农村经济、文化等基础建设的发展,也给乡村振兴战略的实施带来了一定的阻碍。因此,将农村空心化置于城乡发展一体化进程中,积极探索多元联动的交互模式,成为破解乡村治理之困的钥匙,推动国家治理体系和治理能力现代化的动力。

Promoting rural governance is an important part of completing the building of a moderately prosperous society in all respects and one of the focal points of the 14th Five-Year Plan.The development of market economy and the transformation of society promote the expansion of the rural hollowing out trend under the urban-rural dual structure.This phenomenon fundamentally restricts the development of rural economy,culture and other infrastructure construction,and also produces certain obstacles to the implementation of the rural revitalization strategy.Put the hollowing out of rural areas in the process of urban and rural development integration,actively explore the diversified linkage interaction mode,become the key to solve the difficulties of rural governance,and promote the modernization of national governance system and governance model.
