摘要
近年来,我国文教类公共服务设施在规模和标准化方面取得较大发展。然而从城乡统筹的视角上看,我国文教类公共服务设施仍然存在发展不均衡的问题,农村文教类公共服务设施存在资源总量不足和服务质量不高的现象,无法满足农村居民日益增长的精神需求。以重庆永川区板桥镇为例,基于村镇居民对已有多层级公共服务设施的使用情况,构建山地村镇的“人本视角-满意度”评价体系,从使用强度、使用意愿、可达性等方面分析影响文教类公共服务设施满意度的因素。研究发现,针对当前山地村镇文教类公共服务设施在可达性、城乡协同性与公平性、适老性方面存在的问题,提升策略可以总结为三个方面:集中布置扩大规模,丰富内容城乡联动,发展优化公共交通。
In recent years,the scale and standardization of cultural and educational public service facilities have made great progress in China.However,from the perspective of overall urban and rural development,China's cultural and educational public service facilities still have the problem of uneven development.Rural cultural and educational public service facilities have insufficient resources and poor service quality,which cannot meet the growing spiritual needs of rural residents.Taking Banqiao Town,Yongchuan District,Chongqing as an example,based on rural residents'use of existing multi-level public service facilities,construct a"human-oriented perspective-satisfaction"evaluation system for mountain villages,and analyze the factors that affect the satisfaction of cultural and educational public service facilities from the aspects of intensity of use,willingness to use,and accessibility.The research found that there are problems in the accessibility,urban-rural rural-urban synergy and equity,and elderly-oriented of cultural and educational public service facilities in mountain villages,and the current upgrading strategy can be summarized in three aspects:centralized layout and expansion of scale,enriching content and urban-rural linkage,and optimizing public transportation.
