国土空间规划内容体系的国际比较与思考

International Comparison and Thinking on the Content System of Territorial Spatial Planning

在中国全面推进国土空间规划改革大背景下,研究主要通过文献综述,采用定性比较的方法,简要介绍我国空间规划发展历程后,从编制审批、实施监督、法规体系、技术标准四个方面介绍了我国国土空间规划的内容体系,并与规划体系较为完善的美国、英国、荷兰、德国、法国、日本等六个国家空间规划进行对比,归纳相关国际经验。研究认为,我国当前国土空间规划实践需要在“多规合一”中实现多种规划思维方式的有机融合,“一张图”建制在不同层级运用不同的组织逻辑,在传导中注重弹性机制,并真正实现规划事权对应,同时加强法规、技术标准和学科及理论方法体系的建设。

Under the background of the comprehensive promotion of China's territorial spatial planning reform,the research adopts the methods of literature review and qualitative comparison to firstly introduce the development course of China's spatial planning,and then introduce the content system of the territorial spatial planning from four aspects of compilation and approval,implementation and supervision,legal system and technical standards.Compared with the spatial planning in the United States,the United Kingdom,the Netherlands,Germany,France and Japan,the relevant international experience is summarized.The study shows that it is necessary to realize the organic integration of multiple planning thinking modes in the"multiple planning integration".The"one map"system could use different organizational logics at different levels.The flexibility and the correspondence of planning powers in transmission should be emphasized.And at the same time the construction of laws and regulations,technical standards,disciplines,and theoretical methods system should be strengthened.
