基于FCE-AHP的农场水权配置模型研究--以黑龙江省八五〇农场为例

摘要 文章以黑龙江省八五〇农场为例,在“总量控制,水随田走”的原则下构建了农场水权配置模型,通过计算各用水主体渠道水利用系数、渠系水利用系数、田间水利用系数以及净灌溉用水定额,综合确定各用水主体毛灌溉用水定额,按需分配水权,并通过层次分析法从公平性、历史性、高效性和可持续性四个方面对水权配置模型进行模糊综合评价,最后再进行水平衡分析验证了水权分配的合理性与可行性,优化了水资源分配方式,实现了水资源的精准分配,有利于水资源的可持续利用。结果表明:模糊综合评价水权配置模型的系统总得分为88.6227,介于很好与较好之间,研究结果可为其他地区农场水权分配提供参考。 In this paper,the Bawuling farm in Heilongjiang Province was taken as an example to build a farm water right allocation model under the principle of"total control and water following the field",and to determine the gross irrigation water quota for each water user by calculating the channel water utilization coefficient,canal water utilization coefficient,field water utilization coefficient and net irrigation water quota,and to allocate water rights according to needs.The water right allocation model was evaluated by hierarchical analysis in four aspects:fairness,history,efficiency and sustainability,and finally a water balance analysis was conducted to verify the rationality and feasibility of the water right allocation,optimize the water resource allocation method,realize the accurate allocation of water resources,and contribute to the sustainable use of water resources.The results show that the total system score of the fuzzy comprehensive evaluation water rights allocation model is 88.6227,which is between very good and better,and the research results can provide reference for water rights allocation on farms in other regions.
