摘要
文章以辽宁省农村水利为例,应用数据包络法和2006-2020年历史数据实证分析了农村水利投入-产出的效率问题,准确揭示产出不足和投入冗余的情况。然后结合投资无效单元存在的问题和全省农村水利投资的现状提出行之有效的对策,如调整农村水利投资主体、优化投入资金管理、增加农田水利投入和发展农业提高产值等,可为提高辽宁省农村水利投资效率和农业经济发展动力提供一定参考。
Taking rural water conservancy in Liaoning Province as an example,this paper applies the data envelopment method and historical data from 2006 to 2020 to empirically analyze the input-output efficiency of rural water conservancy,and accurately reveal the situation of insufficient output and redundant input.Meanwhile,combined with the problems of ineffective investment units and the current situation of rural water conservancy investment in Liaoning Province,effective countermeasures are put forward,such as adjusting the main body of rural water conservancy investment,optimizing the management of investment funds,increasing the input of irrigation and water conservancy and developing agriculture to improve the output value,which can provide some reference for improving the efficiency of rural water conservancy investment and agricultural economic development in Liaoning Province.
