在政府去隐债的大背景下,PPP这种投资模式也受到了一定的阻碍,多数地方政府的财政压力较大,难以通过纯政府付费类的项目达到改善民生的目的,希望通过特许经营类项目来完善地方基础设施建设或城市更新,进而提高公共服务水平,而污水处理是特许经营类项目中较为典型的一类。针对污水处理类特许经营项目的财务测算重点内容进行分析,提出社会资本在进行这类项目决策过程中应关注的测算重点,以达到政府和投资人双赢的目的。

Under the background of the government's removing of hidden debt,PPP investment mode has been hindered to some extent.Most local governments are under great financial pressure,and it is difficult to achieve the goal of improving people's livelihood through pure government-paid projects.They hope to improve local infrastructure construction or urban renewal through franchise projects,and then improve the level of public services.The sewage treatment is a typical type of franchise projects.This paper analyzes the key contents of the financial calculation of the sewage treatment franchise project,and puts forward the key calculation points that social capital should pay attention to in the decision-making process of this kind of project,so as to achieve the win-win purpose of the government and investors.
