行政区划调整对基本公共服务均等化的影响研究:以医疗和教育为视角

Research on the Impact that Administrative Division Adjustment has Exerted on Equalization of Basic Public Services:From the Perspective of Medical Care and Education

行政区划调整是基于空间尺度的重组过程,有效破除要素流动壁垒,实现资源高效利用。该文重点关注行政区划调整的社会福利效应,探讨空间资源再配置如何实现基本公共服务资源优化。研究以医疗和教育服务为视角,基于尺度重组和地域重构理论,利用2000-2019年275个地级市面板数据,运用双重差分法探究行政区划调整对基本公共服务均等化的作用。结果表明:以区界重组方式进行的行政区划调整有效提升基本公共服务均等化,通过财政支出效应和人口流动效应平衡地区差距。异质性结果显示区界重组对人口规模较小的城市提升均等化效果不显著,其效果差异还体现在政府财政结构及城市化水平方面。有别于以往立足行政区划调整的经济效应,该文推进了该领域的研究边界,也为进一步推进行政区划调整、实现基本公共服务均等化发展提出相关政策建议。

The adjustment of administrative division is a process of recombination based on spatial scale,which can effectively break the barriers of element flow and realize efficient resourceutilization.This paper focuses on the social welfare effect of administrative division adjustment and discusses how to realize the resourceoptimization of basic public service through spatial resource reallocation.From the perspective of medical and education services and based on the theory of scale recombination and regional reconstruction,this study uses panel data of 275 pre-fecture-level cities from 2000 to 2019 to explore the impact that administrative division adjustment has exerted on equalization of basic public services by using the method of differences-in-differences.The results show that the administrative division adjustment in the way of boundary recombination can effectively promote the equalization of basic public services and balance the regional disparities through the effect of fiscal expenditure and population flow.The heterogeneity results show that the effect that boundary recombination has exerted on improving equaliza-tion in cities with small population is not significant,and the effectdifferences are also reflected in the government financial structure and urbanization level.Different from the pasteconomic effect based on administrative division adjustment,this paper pushes forward the research boundary of this field,and also puts forward relevant policy sug-gestions for further promoting administrative division adjustment and realizing the equalization of basic public serv-ices.
