绿色高质量发展的逻辑、框架与路径——基于人与自然和谐共生现代化的视角

Logic,Framework,and Path of High-quality Green Development:A Perspective of the Modernization of Harmony between Humanity and Nature

绿色高质量发展是促进我国经济社会全面绿色转型的必由之路,也是实现人与自然和谐共生现代化的必然要求。以绿色发展为底色、高质量发展为主题的中国式现代化推进的关键时期,探索中国绿色高质量发展的逻辑、框架和路径迫在眉睫。提出绿色高质量发展是绿色发展和高质量发展的深度融合,是以新发展理念为指导、绿色发展为底色、高质量发展为主题,在绿色发展推动高质量发展过程中形成的新发展方式,由此梳理绿色高质量发展的理论逻辑。在“五大理念”指导下,构建从绿色发展“三维度”模型到高质量发展“三变革”的理论框架,进而从产业绿色化、效率网络化、增长包容化和福利均衡化四个方面提出中国绿色高质量发展的实践路径。

High-quality green development is a necessary way for China to promote a comprehensive green transition in economic and social development,and a precondition to realize the modernization of harmony between humanity and nature.In the key period of Chinese modernization with"green development as a defining feature and high-quality development as the theme",it is impending to explore the logic,framework and path of China's high-quality green development.The present paper combs the logic by defining that highquality green development is the deep integration of green development and high-quality development;and it is a new development pattern formed during the process of high-quality development propelled by green development,with the new philosophy as the guidance,green as the defining feature and high-quality as the theme.Under the guidance of the"Five Development Concepts",this paper constructs a theoretical framework of"Three Changes"of high-quality development based on"Three Dimensions"model of green development,and then proposes a practical path for China's high-quality green development,i.e.,the green transformation of industry,networking of efficiency,inclusive growth and balanced welfare.
