欧亚经济联盟数字贸易发展水平对中国出口贸易的影响研究

Research on the influence of the development level of digital trade of the Eurasian Economic Union on China’s export trade

欧亚经济联盟是中国“一带一路”重要的贸易伙伴,双边贸易额逐年快速增长。数字贸易的发展为中国和欧亚经济联盟贸易合作注入了新动力,有力推动了双方贸易高质量发展。从信息网络基础建设、数字技术水平、数字产业水平、贸易潜力4个维度构建数字贸易发展水平指标评价体系,运用相对熵的TOPSIS法对2010—2020年欧亚经济联盟数字发展水平进行测度。进一步,采用扩展引力模型实证分析欧亚经济联盟数字贸易发展水平对中国出口贸易的影响。结果显示,欧亚经济联盟数字贸易水平发展速度较快,但总体水平偏低,各成员国间存在一定差距,同时数字贸易发展水平对中国出口贸易有显著促进作用。根据研究结论,提出了加快网络信息基础建设、完善数字贸易法律政策及治理能力、联合培养数字贸易专业人才、深化中国与欧亚经济联盟国家的数字贸易合作与往来等对策建议。

The Eurasian Economic Union(EEU)is an important trade partner of the Belt and Road,and the bilateral trade volume has been growing rapidly year by year.The development of digital trade has injected new impetus into the trade cooperation between China and the Eurasian Economic Union,giving a strong boost to the high-quality development of bilateral trade.This paper constructs an index evaluation system of digital trade development level from four dimensions:information network infrastructure construction,digital technology level,digital industry level,and trade potential,and measures the digital development level of the Eurasian Economic Union from 2010 to 2020 using the TOPSIS method of relative entropy.Furthermore,we use the extended gravity model to empirically analyze the influence of the development level of digital trade in the Eurasian Economic Union on China’s export trade.The results show that the digital trade level of the Eurasian economic union has developed rapidly,but the overall level is low,and there is a certain gap among member countries.Meanwhile,the development level of digital trade has a significant role in promoting China’s export trade.According to the research conclusions,the paper puts forward countermeasures and suggestions such as accelerating the construction of network information infrastructure,improving the legal policies and governance capacity of digital trade,jointly cultivating digital trade professionals,and deepening the digital trade cooperation and exchanges between China and Eurasian Economic Union countries.
