中国式现代化背景下南京加快“制造强市”建设研究

Research on Accelerating the Construction of “Manufacturing Strong City” in Nanjing under the Background of Chinese-style Modernization

以新发展理念为根本遵循,聚焦服务构建新发展格局,系统性梳理建设“制造强市”对推进中国式现代化南京新实践的重要意义,较为全面地回顾2016年以来南京“制造强市”建设的基本成效、主要问题,有针对性地总结重点城市“制造强市”建设的主要做法和典型经验。在此基础上,就南京加快推进“制造强市”建设,提出强化“制造强市”定位、激活股权投资运作平台、深化地方国资国企改革、推动数实深度融合发展、构建绿色低碳循环发展制造业体系、打造世界级制造业集群等对策建议。

With the new development concept as the fundamental guideline and focusing services to build a new development pattern,the significance of constructing a“manufacturing strong city”to promote Nanjing s new practice of Chinese-style modernization is systematically sorted out,the basic effectiveness and main problems for Nanjing since 2016 in constructing a“manufacturing strong city”have been reviewed in a more comprehensive manner,and the main practices and typical experiences in major cities to construct a“manufacturing strong city”are summarized in a targeted manner.On this basis,countermeasures and suggestions are proposed for Nanjing to accelerate the construction of a“manufacturing strong city”,including strengthening the city s positioning as a“manufacturing strong city”,activating the equity investment operation platform,deepening the reform of local state-owned assets and state-owned enterprises,fostering the deep integration of digital economy and real economy,constructing a manufacturing industry system with a green and low-carbon cycle development,creating world-class manufacturing industry clusters,and so on.
