中小企业融资扶持政策精准性评价——基于AHP法和熵值法的分析

Accuracy Evaluation of Financing Support Policies for Small and Medium-sized Enterprises:Analysis Based on AHP Method and Entropy Method

采用AHP法和熵值法,从政策内容、政策工具、政策执行、政策配套四个维度,以精准性为视角评价我国融资扶持政策对中小企业高质量发展的作用。AHP法研究结果显示,促进创新的融资扶持政策对中小企业高质量发展影响最大;熵值法研究结果显示,股权融资扶持、债券融资扶持、信贷保险补贴对企业来说更为重要。综合来看,企业对融资扶持政策的精准性整体上“不太满意”。基于研究结果提出以下建议:扶持政策向成长性好的“专精特新”企业倾斜,政策工具的选择要与企业发展阶段相适应,政策执行要针对性与灵活性并重,营造公平的政策环境等。

Using the AHP method and the entropy method,the effect of China s financing support policies on the high-quality development of small and medium-sized enterprises(SMEs)is evaluated from the perspective of accuracy in four dimensions:policy content,policy tools,policy implementation,and policy matching.The result of the AHP method shows that financing support policies that promote innovation have the greatest impact on SMEs high-quality development;the result of the entropy method shows that equity financing support,bond financing support and credit insurance subsidies are more important to enterprises.In general,enterprises are dissatisfied with the accuracy of financing support policies.Based on the findings of the study,the following suggestions are put forward:Support policies are oriented towards enterprises that use special and sophisticated technologies to create novel and unique products with high growth potential;The choice of policy tools should be compatible with the stage of development of enterprises;Both pertinence and flexibility should be emphasized in policy implementation;And creating a fair policy environment,etc.
