化工园区危化品企业安全量化评估研究

Research on Quantitative Safety Assessment of Hazardous Chemical Enterprises in Chemical Parks

本文结合广东省惠州市大亚湾化工园区项目案例,首先简要介绍项目概况;然后对选址防护距离标准及技术统一、评估方法及专业性的难点问题加以分析;接着在对化工区进行详细实地调研基础上,重点阐述评价单元划分及方法选择、区域定量风险评估,并在化工园区第三方安全服务领域,首次提出深入“体检式”安全体系量化评估;最终针对存在的安全隐患提出具体整治措施及建议,可为同类项目提供安全量化评估的指导性思路与可靠性依据。

This paper combines the case of Daya Bay Chemical Park project in Huizhou City of Guangdong Province,and first briefly introduces the project overview;then analyzes the difficult problems of site selection protection distance standard and technical unification,evaluation method and professionalism;subsequently,on the basis of detailed field investigation of the chemical park,the division of evaluation units,the selection of methods,and the quantitative risk assessment of the region are expounded,and the in-depth“physical examination”safety system quantitative evaluation is proposed for the first time in the field of third-party safety services in the chemical park;finally,specific remediation measures and suggestions are put forward for the existing potential safety hazards,which can provide guiding ideas and reliability basis for quantitative safety assessment of similar projects.
