Chinese Modernization With the Development of Digital Economy

在数字经济时代,中国式现代化与数字经济发展密不可分。从历史纵向维度看,数字经济是推动中国式现代化进程的关键力量。从横向对比维度看,发展数字经济是超越西方资本主义现代化道路的突破口。本文基于马克思主义政治经济学视角考察数字经济时代中国式现代化的特征,主要包括:一是创新驱动的数字经济发展增强中国式现代化的协调性;二是系统观念的数字经济发展助力中国式现代化的体系性;三是人本逻辑的数字经济发展推动中国式现代化的独特性;四是制度保障的数字经济发展彰显中国式现代化的优越性;五是和平发展的数字经济发展推动全球治理体系变革。基于此,笔者提出中国式现代化新道路上数字经济发展需要健全平衡保护与共享的数据产权政策、兼顾公平与活力的数字平台竞争政策、统筹安全与发展的数字经济监管政策。

Digital economy is a new economic form after the agricultural and industrial economies,which is also regarded as the key to the‘fourth industrial revolution’.The formation and development of the path to Chinese modernization in the digital economy era is inseparable from the development of digital economy.In the era of digital economy,only by integrating the development of digital economy into the framework of the path to Chinese modernization can we deeply grasp the breakthrough and transcendence of the path to Chinese modernization over the Western capitalist modernization,as well as its significance in promoting the change of global governance system.This article attempts to explore features and internal logic of the development of digital economy promoting Chinese modernization from the perspective of Marxist political economy,and proposes the development methods of digital economy in the process of Chinese modernization.The path to Chinese modernization is inextricably linked to the development of digital economy.Historically speaking,digital economy is the key force driving the development of Chinese modernization.In terms of productivity,the transformation of digital technology promotes the development of socialized mass production and triggers the transformation of social production and reproduction.In terms of production relations,the development of digital economy leads to changes in production relations.Besides,the development of digital economy is a breakthrough to transcend Western modernization.From the perspective of Marxist political economy,characteristics of Chinese modernization in the era of digital economy are analyzed as follows.First,the innovation⁃driven digital economy promotes the coordination of material civilization and spiritual civilization,solving problems of urban⁃rural gap and regional gap,and enhances the coordination of Chinese modernization.Second,the systemic concept of digital economy contributes to the systemic nature of Chinese modernization,creating a new road to comprehensively promote the coordinated development of material civilization,political civilization,spiritual civilization,social civilization and ecological civilization.Third,the humanistic logic of digital economy promotes the uniqueness of Chinese modernization.The humanistic logic determines that common prosperity is an important feature of Chinese modernization and a fundamental attribute that is different from the Western modernization.Fourth,the institutional guarantee of digital economy reveals the superiority of Chinese modernization.Adhering to the CPC􀆳s leadership is the fundamental guarantee to embody the socialist attribute in the development of digital economy and the fundamental source of the superiority of the path to Chinese modernization.Fifth,the peaceful development of digital economy overcomes the logic of‘a strong power being bound to seek hegemony’and zero⁃sum game in western modernization,which is essential for improving global governance system.Finally,if we want the development of digital economy benefits Chinese modernization,we need to secure a series of policies that balance protection and sharing of data,take into account fairness and vitality of the market,and integrate security and development of digital economy.
