吉林省债券支持经济绿色转型发展的实践与研究

Practice and Research of Jilin Province Bonds to Support Green Transformation Development of Economy

2020年9月,习近平总书记在第七十五届联合国大会上表示,中国将力争在2030年前二氧化碳排放达到峰值,在2060年前实现碳中和。绿色债券作为主要的市场化绿色金融工具之一,对推动双碳目标的实现和经济绿色转型发展具有重要意义。本文通过分析吉林省绿色债券发展情况及先进模式经验,梳理绿色债券支持双碳目标和经济绿色转型发展的作用机制,总结当前吉林省绿色债券推进工作中遇到的问题。提出搭建综合性研究平台、推动绿色金融多元化综合服务、形成政策合力等建议,更好地实现绿色债券支持吉林省经济转型发展。

In September 2020,General Secretary Xi Jinping said at the 75th session of the United Nations General Assembly that China will strive to reach the peak by 2030 and achieve carbon neutrality by 2060.Green bonds,as one of the major market-based green fi nancial instruments,are of great signifi cance in promoting the realization of the"carbon peaking and carbon neutrality"goals and the green transformation of the economy.This paper analyzes the development of green bonds in Jilin Province and the experience of advanced models,compares the signifi cance and mechanism of green bonds in supporting the development of the"carbon peaking and carbon neutrality"goals and green economic transformation,summarizes the problems encountered in the promotion of green bonds in Jilin Province.Suggestions were made to build a comprehensive research platform,promote diversifi ed and integrated services for green fi nance,and form policy synergies to better achieve the goal of green bonds to support the economic transformation and development of Jilin Province.
