Analysis on Risk Prevention and Optimization Strategies of Financial Management of Primary Central Banks under Public Health Emergencies

近些年来,突发公共卫生事件对金融系统正常运行带来的影响逐渐加大,如2020年初发生的新冠疫情就对人民银行内部财务管理应急反应和治理能力进行了有效检验。本文通过总结经验、分析影响、探索持续可行性措施,在考虑人民银行职能的特殊性以及保障工作信息安全的前提下,对如何充分利用电子化、信息化及智能化提高财务工作效能进行展望及思考。

In recent years,public health emergencies have gradually increased their impact on the normal operation of the financial system.For example,the COVID-19 outbreak in early 2020 has effectively tested the People's Bank of China's internal financial management emergency response and governance ability.By summarizing experience,analyzing influence and exploring sustainable feasibility measures,this paper looks forward and thinks about how to make full use of electronization,informatization and intelligence to improve the effi ciency of fi nancial work under the premise of considering the particularity of the function of the People's Bank of China and ensuring the work information security.
